Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish and maintain a program to certify energy-efficient appliances. Provides that, under the program, the Department must identify which appliances qualify as certified energy-efficient appliances and must identify the average first-year kilowatt hours saved, or the equivalent for other fuel saved, by the use of the appliance. Requires the Department to post this information in its Internet website. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-347 as follows: |

| (20 ILCS 605/605-347 new)

| Sec. 605-347. Certification of energy-efficient |
9 |
| appliances. |
10 |
| (a) Before December 31, 2006, the Department must establish |
11 |
| and maintain a program to certify energy-efficient appliances. |
12 |
| (b) For the purpose of this Section, an "energy-efficient |
13 |
| appliance" means any clothes washer, clothes dryer, water |
14 |
| heater, refrigerator, freezer, dishwasher, appliance designed |
15 |
| to heat or cool a dwelling, or other major household appliance |
16 |
| that, according to the standards set forth under the federal |
17 |
| Energy Guide, has premium energy-efficient characteristics. |
18 |
| (c) Under this program, the Department must identify which |
19 |
| appliances qualify as certified energy-efficient appliances |
20 |
| and must identify the average first-year kilowatt hours saved, |
21 |
| or the equivalent for other fuel saved, by the use of the |
22 |
| appliance. |

| (d) The Department must post, on its Internet website, a |
24 |
| list of each certified energy-efficient appliance and the |
25 |
| average first-year kilowatt hours saved, or the equivalent for |
26 |
| other fuel saved, by the use of that appliance.

| Section 99. Effective date. This Act takes effect upon |
28 |
| becoming law.
|
