| AN ACT concerning transportation.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:

| Section 5. The Illinois Vehicle Code is amended by adding |
| 5 |
| Section 3-112.2 as follows:
|

| (625 ILCS 5/3-112.2 new) |

| Sec. 3-112.2. Sales to individuals; buyer must be licensed. |

| A person may not sell a vehicle to any natural person unless |
| 9 |
| that natural person holds a valid driver's license issued by |
| 10 |
| this State or another state, territory, or other possession of |
| 11 |
| the United States.
