Creates the Methamphetamine Control Law Commission Act. Creates a Methamphetamine Control Law Commission to draft a Methamphetamine Control Act to address crimes involving methamphetamine, including, but not limited to, its illegal manufacture, delivery, and possession and the theft and purchase of methamphetamine precursors used to manufacture methamphetamine. Provides that the Commission shall present its findings and its draft of the Methamphetamine Control Act to the Governor and General Assembly by December 31, 2006. Provides that the Commission shall cease to exist one year after the effective date of the Act. Repeals the Methamphetamine Control Law Commission Act on July 1, 2007.

| AN ACT concerning methamphetamine.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Methamphetamine Control Law Commission Act. |
6 |
| Section 5. Commission creation. |
7 |
| (a) The Methamphetamine Control Law Commission is created. |
8 |
| The Commission shall consist of 10 members appointed as |
9 |
| follows: |

| (1) One member of the Senate appointed by the President |
11 |
| of the Senate. |
12 |
| (2) One member of the Senate appointed by the Minority |
13 |
| Leader of the Senate. |
14 |
| (3) One member of the House of Representatives |
15 |
| appointed by the Speaker of the House of Representatives. |
16 |
| (4) One member of the House of Representatives |
17 |
| appointed by the Minority Leader of the House of |
18 |
| Representatives. |
19 |
| (5) The Attorney General or his or her designee. |
20 |
| (6) The Director of Corrections or his or her designee. |
21 |
| (7) The Director of the Office of the State's Attorneys |
22 |
| Appellate Prosecutor or his or her designee. |
23 |
| (8) The State Appellate Defender or his or her |
24 |
| designee. |
25 |
| (9) One member appointed by the Illinois State's |
26 |
| Attorneys Association. |
27 |
| (10) One member appointed by the Illinois State Bar |
28 |
| Association. |

| (b) The Commission shall meet within 30 days after the |
30 |
| effective date of this Act to organize and choose a |
31 |
| chairperson. The Commission may choose such other officers as |
32 |
| it deems appropriate. Six members of the Commission constitute |
