To the Honorable Members of the

Illinois House of Representatives

94^th General Assembly

            Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return House Bill 3480, entitled “An ACT concerning education”, with the following specific recommendations for change:

            On page 7, by replacing lines 6 and 7 with the following:

“Section 99. Effective date.  This Act takes effect upon becoming law, except that the changes to Section 17-1 of the School Code take effect on July 1, 2006.”.

            With these changes, House Bill 3480 will have my approval.  I respectfully request your concurrence.
