| AN ACT concerning revenue.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Telecommunications Infrastructure |
5 |
| Maintenance Fee Act is amended by changing Section 27.5 as |
6 |
| follows:
|

| Sec. 27.5. Books and Records. Every telecommunications |
9 |
| retailer under this
Act shall keep books, records, papers, and
|
10 |
| and other documents that
are adequate to reflect the |
11 |
| information which such telecommunications retailers
are
|
12 |
| required by this Act to report to the Department by filing
|
13 |
| monthly returns with the Department. All books and records and
|
14 |
| other papers and documents required by this Act to be kept |
15 |
| shall
be kept in the English language and shall, at all times |
16 |
| during
business hours of the day, be subject to inspection by |
17 |
| the
Department or its duly authorized agents and employees. |
18 |
| Books and
records reflecting gross charges received during any |
19 |
| period with
respect to which the Department is authorized to |
20 |
| establish
liability as provided by this Act shall be preserved |
21 |
| until the
expiration of such period unless the Department, in |
22 |
| writing,
authorizes their destruction or disposal at an earlier |
23 |
| date. |

| The Department may, upon written authorization of the
|
25 |
| Director, destroy any returns or any records, papers, or |
26 |
| memoranda
pertaining to such returns upon the expiration of any |
27 |
| period
covered by such returns with respect to which the |
28 |
| Department is
authorized to establish liability.
