| AN ACT concerning safety.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Environmental Protection Act is amended by |
5 |
| changing Section 8 as follows:
|

| Sec. 8. The
The General Assembly finds that pollution of |
8 |
| the air of this State
constitutes a menace to public health and |
9 |
| welfare, creates public
nuisances, adds to cleaning costs, |
10 |
| accelerates the deterioration of
materials, adversely affects |
11 |
| agriculture, business, industry, recreation,
climate, and |
12 |
| visibility, depresses property values, and offends the senses. |
13 |
| It is the purpose of this Title to restore, maintain, and |
14 |
| enhance the
purity of the air of this State in order to protect |
15 |
| health, welfare,
property, and the quality of life and to |
16 |
| assure that no air contaminants
are discharged into the |
17 |
| atmosphere without being given the degree of
treatment or |
18 |
| control necessary to prevent pollution.
