    Amends the Family Practice Residency Act. Includes psychiatry in the definition of "primary care physician". Requires the Illinois Department of Public Health to develop forms and procedures for submission, review, and approval of applications, including electronic online filing via the Internet. Requires the Department to identify residency programs and practice opportunities in designated shortage areas and provide information to students to assist them in obtaining a placement. Requires the Advisory Committee for Family Practice Residency Programs to review the distribution of funds to family practice residency programs and scholarships awarded to determine if the purpose of the Act is being met.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Family Practice Residency Act is amended by
5 changing Sections 3.05, 4, 4.04, and 5 and by adding Section
6 4.13 as follows:

8     Sec. 3.05. "Primary care physician" means a person licensed
9 to practice medicine in all of its branches under the Medical
10 Practice Act of 1987 with a specialty in Family Practice,
11 Internal Medicine, Obstetrics and Gynecology, Psychiatry, or
12 Pediatrics as defined by recognized standards of professional
13 medical practice.

16     Sec. 4. The Department shall have the powers and duties
17 indicated in the following Sections preceding Section 5 4.01
18 through 4.12 of this Act.

22 need in the awarding of scholarships under Section 4.03 of this

1 students receiving scholarships will be able to comply with the
2 requirements of this Act and to provide information to the
3 students to assist them in obtaining a placement.

5     Sec. 5. The Advisory Committee for Family Practice
6 Residency Programs is created and shall consult with the
7 Director in the administration of this Act and shall review the
8 distribution of funds to family practice residency programs and
9 scholarships awarded to determine if the purpose of this Act is
10 being met. The Committee shall consist of 9 members appointed
11 by the Director, 4 of whom shall be family practice physicians,
12 one of whom shall be the dean or associate or deputy dean of a
13 medical school in this State, and 4 of whom shall be
14 representatives of the general public. Terms of membership
15 shall be 4 years. Initial appointments by the Director shall be
16 staggered, with 4 appointments terminating January 31, 1979 and
17 4 terminating January 31, 1981. Each member shall continue to
18 serve after the expiration of his term until his successor has
19 been appointed. No person shall serve more than 2 terms.
20 Vacancies shall be filled by appointment for the unexpired term
21 of any member in the same manner as the vacant position had
22 been filled. The Committee shall select from its members a
23 chairman from among the family practice physician members, and
24 such other officers as may be required. The Committee shall
25 meet as frequently as the Director deems necessary, but not
26 less than once each year. The Committee members shall receive
27 no compensation but shall be reimbursed for actual expenses
28 incurred in carrying out their duties.
