| AN ACT concerning employment.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Unemployment Insurance Act is amended by |
5 |
| changing Section 1701 as follows:
|
6 |

| Sec. 1701. Rules and
and
regulations. |
8 |
| General and special rules may be adopted, amended, or |
9 |
| rescinded by the
Director only after public hearing or |
10 |
| opportunity to be heard thereon, of
which proper notice has |
11 |
| been given. General rules shall become effective
ten days after |
12 |
| filing with the Secretary of State and publication in one or
|
13 |
| more newspapers of general circulation in this State. Special |
14 |
| rules shall
become effective ten days after notification to or |
15 |
| mailing to the last
known address of the individuals or |
16 |
| concerns affected thereby. Regulations
may be adopted, |
17 |
| amended, or rescinded by the Director and shall become
|
18 |
| effective ten days after filing with the Secretary of State, |
19 |
| and such
filing shall be public notice of such regulation, |
20 |
| amendment thereto, or
rescission thereof, as the case may be.
