    AN ACT concerning agriculture.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois AgriFIRST Program Act of 2001 is 
5
amended by changing Section 45 as follows:

    Sec. 45. Certification. The
The Department may develop and

implement
organic, identity
preserved, and
value-added 
9
certification processes and programs that guarantee a buyer 
10
that
the certified Illinois
products have traits and qualities 
11
that warrant a premium price or an increase
in added value.  The

12
Department may adopt rules
setting certification and licensing 
13
standards for persons to certify products
under this Section.
