| AMENDMENT NO. ______. Amend House Bill 1450 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Mental Health and Developmental |
5 |
| Disabilities Administrative Act is amended by adding Section |
6 |
| 18.6 as follows: |

| (20 ILCS 1705/18.6 new) |

| Sec. 18.6. Recovery-oriented services and treatment. The |
9 |
| Department shall research and determine requirements for the |
10 |
| development and transformation to a recovery-oriented system |
11 |
| for delivering State-funded and State-operated services to |
12 |
| persons with mental illness. The Department may convene an |
13 |
| inter-agency, inter-disciplinary task force of experts in the |
14 |
| mental health field, including consumers of services, mental |
15 |
| health professionals, providers of State-operated and |
16 |
| community-based services, advisory boards and councils, and |
17 |
| organizations representing consumers to assist in this |
18 |
| determination. |

| For the purpose of this Section, "recovery" refers to the |
20 |
| process by which people are able to live, work, learn, and |
21 |
| participate fully in their communities. A recovery-oriented |
22 |
| system provides services and treatments that are consumer and |
23 |
| family centered and geared to give consumers real and |
24 |
| meaningful choices about treatment options and providers. Care |
