Amends the Public University Energy Conservation Act and the Public Community College Act. Requires each public university and community college district to submit an annual report to the Board of
Higher Education or Illinois Community College Board detailing the university's or district's plan and progress for
demand-side energy management. Provides that this report must be posted on the university's or district's Internet website, if any. Requires the Board of Higher Education and Illinois Community College Board to publish on their Internet websites a comparison of demand-side energy management programs so a user can easily identify which energy management programs are most effective.
Effective immediately.

| AN ACT concerning education.
|

| WHEREAS, Public universities and community colleges
are |
3 |
| very large users of energy; and |
4 |
|
WHEREAS, Energy costs are increasing, putting greater |
5 |
| pressure
on the State's budget; and |
6 |
|
WHEREAS, It is in the State of Illinois' interest to |
7 |
| minimize
our energy costs; and |
8 |
|
WHEREAS, Demand-side management should be used for all |
9 |
| actions by the energy users on campus to lower costs and the |
10 |
| consumption
of energy, including without limitation using
|
11 |
| energy-efficient technologies, metering of buildings
and |
12 |
| departments, assessing energy costs per user
instead of |
13 |
| campus-wide, creating other incentives for
users to reduce |
14 |
| energy consumption, and charging different
rates to users based |
15 |
| on load demands and rates secured
from utilities; therefore |
16 |
| Be it enacted by the People of the State of Illinois,
|
17 |
| represented in the General Assembly:
|

| Section 5. The Public University Energy Conservation Act is |
19 |
| amended by adding Section 50 as follows: |

| Sec. 50. Demand-side energy management report. Each public |
22 |
| university shall submit an annual report to the Board of
Higher |
23 |
| Education detailing the university's plan and progress for
|
24 |
| demand-side energy management. This report must be posted on |

| the university's Internet website, if any. The Board of Higher |
26 |
| Education shall publish on its Internet website a comparison of |
