Amends the Election Code. Requires the State Board of Elections to develop
and implement a pilot project in which one county permits voter registration up
to and including the day of an election. Authorizes the State Board to select
the county and the
election and to spend funds to defray the local election authority's
extraordinary costs. Requires the State Board to adopt implementing rules and
to report to the General Assembly.

| AN ACT concerning elections.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Election Code is amended by adding Section |
5 |
| 1A-30 as follows:
|

| (10 ILCS 5/1A-30 new)
|

| Sec. 1A-30. Election day registration pilot project. The |
8 |
| State Board of
Elections shall develop and assist in the |
9 |
| implementation of a pilot project in
which the residents of one |
10 |
| county in Illinois are permitted to register to vote
any
number |
11 |
| of days before and on the day of an election. The State Board |
12 |
| shall
establish criteria for its
selection of a county and an |
13 |
| election.
|

| Provisions of this Code and rules
adopted under
this Code |
15 |
| that would otherwise preclude voter registration as authorized |
16 |
| by
this Section are deemed
inapplicable to participants in the |
17 |
| pilot project.
|
18 |
| The State Board may spend
funds available to it for the |
19 |
| administration of elections to defray
extraordinary costs |
20 |
| incurred by the participating election authority that are
|
21 |
| attributable to administration of the unlimited registration |
22 |
| period.
|
23 |
| As soon as
possible after the conclusion of the pilot |
24 |
| project, the State Board shall
report its results of the pilot |
25 |
| project and the Board's recommendations to the
General |
26 |
| Assembly.

27 |
| The State Board shall adopt rules for the implementation of
|
28 |
| this Section.
