Amends the Illinois Vehicle Code. Requires the Secretary of State to provide that a driver's license issued to any person with 3 or more convictions for driving under the influence of alcohol, drugs, or intoxicating compounds is bright orange or bright yellow in color and distinct in color from any driver's license that may be issued to a person who has not been convicted of DUI 3 times. Provides that the design of the distinctive license, and the choice of a bright orange or bright yellow color, is at the Secretary's discretion.

| AN ACT concerning vehicles.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Section 6-107.4 as follows: |

| (625 ILCS 5/6-107.4 new) |

| Sec. 6-107.4. Distinct color of driver's license for |
8 |
| persons with 3 or more convictions for driving under the |
9 |
| influence. The Secretary of State shall provide that each |
10 |
| driver's license issued to any person who has been convicted 3 |
11 |
| or more times of driving under the influence of alcohol, other |
12 |
| drug or drugs, intoxicating compound or compounds, or any |
13 |
| combination thereof, is (i) either bright orange or bright |
14 |
| yellow in color and (ii) distinct in color from any driver's |
15 |
| license that may be issued to a person not convicted 3 or more |
16 |
| times of that offense. The design of the distinctive driver's |
17 |
| license, and the choice of a bright orange or bright yellow |
18 |
| color, is at the discretion of the Secretary.
