Amends the Illinois Vehicle Code. Provides that a motor vehicle equipped with visual media technology other than a navigational system (rather than a motor vehicle equipped with a television receiver) may not be operated on a highway if the viewer or screen is located where it is visible from the driver's seat and is activated. Effective January 1, 2006.

| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by changing |
5 |
| Section 12-604 as follows:
|

| Sec. 12-604. Visual media technology
Television receivers .
|
8 |
| (a)
No motor vehicle
operated on the highways of this State
|
9 |
| shall be
equipped with visual media technology, other than a |
10 |
| navigational system, including but not limited to a portable |
11 |
| DVD or VCR player or a laptop computer containing an internal |
12 |
| DVD player
television broadcast receiver equipment so located |
13 |
| that the
viewer or screen is visible from the driver's seat and |
14 |
| is activated .
|
15 |
| (b) A visual display device permitted under this Section |
16 |
| shall be attached
to the vehicle in a manner that meets all |
17 |
| applicable federal motor vehicle dash
safety standards.
|
18 |
| (c) This Section does not prohibit the use of |
19 |
| television-type receiving
equipment used exclusively for |
20 |
| safety or traffic engineering studies.
|

| Section 99. Effective date. This Act takes effect January |
