    Amends the Vital Records Act.  Makes  a technical change in a Section concerning the Department of Public Health's authority to adopt,  modify, amend, repeal,
promulgate, and enforce rules and regulations for the purpose of carrying
out the provisions of the Act.

    Section 5. The Vital Records Act is amended by changing
