SYNOPSIS AS INTRODUCED:
 
210 ILCS 50/3.197 new

    Amends the Emergency Medical Services (EMS) Systems Act. Requires a trauma center to report certain information for each instance of trauma with respect to which the trauma center provides services on or after January 1, 2006; the information includes the age and sex of the trauma victim, the type of injury, whether the injury was accidental or intentional, and the type of firearm used to inflict the injury, if applicable and if known. Requires the Department of Public Health to establish a database by January 1, 2007, containing the information reported by trauma centers. Requires the Department to distribute an annual summary of the reported information to county and multiple county health departments and to the public.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Emergency Medical Services (EMS) Systems Act
5 is amended by adding Section 3.197 as follows:
 
6     (210 ILCS 50/3.197 new)
7     Sec. 3.197. Trauma database.
8     (a) For each instance of trauma with respect to which a
9 trauma center provides services on or after January 1, 2006,
10 the trauma center shall report the following to the Department
11 in the manner and form required by the Department in rules:
12         (1) The age of the trauma victim.
13         (2) The sex of the victim.
14         (3) The type of injury.
15         (4) The cause of the victim's death, if applicable.
16         (5) Whether the injury was accidental, intentional, or
17     a homicide, if known.
18         (6) The type of firearm used to inflict the injury, if
19     applicable and if known.
20     (b) No later than January 1, 2007, the Department shall
21 establish a database containing the information reported by
22 trauma centers under subsection (a).
23     (c) No later than January 1, 2007, and each January 1
24 thereafter, the Department shall summarize the information
25 contained in the database established under subsection (b). The
26 summary shall not contain any confidential or personal
27 identifying information. The Department shall distribute a
28 written copy of the summary to each county or multiple county
29 health department in the State. The Department shall also make
30 the summary available to the public by posting the summary on
31 the Department's official web site or making a written copy
32 available upon request, or both.
