SYNOPSIS AS INTRODUCED:
 		













20 ILCS 2805/4.5 new











    Amends the Department of Veterans Affairs Act. Provides that, subject to appropriations for that purpose, the Department shall fund 2 service officer positions for each veterans service organization that maintains an office in the Veterans Affairs Regional Office (VARO) in Chicago. Provides that a service officer whose position is funded under these provisions shall be an employee of the veterans service organization with which the service officer is placed, and the service officer shall be under the direct control of that veterans service organization. Provides that such a service officer must be certified by the federal government in the manner in which the head service officer of each office is certified. Provides that to be eligible to receive any moneys for the funding of a service officer position  under these provisions, a veterans service organization must have maintained a state headquarters in this State for at least 10 years before July 1, 2005. Provides that a veterans service organization that is being funded with State or county moneys under any other provision of law on the effective date of this amendatory Act may not receive any moneys for the funding of a service officer position  under these provisions.

    AN ACT concerning State government.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Department of Veterans Affairs Act is 
5
amended  by adding Section 4.5 as follows:

    (20 ILCS 2805/4.5  new)
7
    Sec. 4.5. Service officers in VARO, Chicago.
8
    (a) Subject to appropriations for that purpose, the 
9
Department shall fund 2 service officer positions for each 
10
veterans service organization that maintains an office in the 
11
Veterans Affairs Regional Office (VARO) in Chicago. The level 
12
of funding for each such service officer position shall be 
13
based on the base pay, retirement benefits, and medical 
14
benefits of a service officer who, on the effective date of 
15
this amendatory Act of the 94th General Assembly, is paid a 
16
salary of $35,000 per year. The total package of salary and 
17
benefits for each such service officer position may not exceed 
18
$50,000 per year, however. Increases in salary for each such 
19
service officer position shall be based on increases in salary, 
20
if any, paid to other Department service officers.

    (b) A service officer whose position is funded under this 
22
Section shall be an employee of the veterans service 
23
organization with which the service officer is placed, and the 
24
service officer shall be under the direct control of that 
25
veterans service organization.

    (c) A service officer whose position is funded under this 
27
Section must be certified by the federal government in the 
28
manner in which the head service officer of each office is 
29
certified.

    (d) To be eligible to receive any moneys for the funding of 
31
a service officer position  under this Section, a veterans
