Amends the University of Illinois Act. Provides that each county is annually entitled to one honorary scholarship in the university for the benefit of children of persons who served in the armed forces of the United States any time on or after September 11, 2001 and until Congress or the President orders that persons in service are no longer eligible for the Global War on Terrorism Expeditionary Medal.

| AN ACT concerning education.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The University of Illinois Act is amended by |
5 |
| changing Section 9 as follows:
|
6 |
| (110 ILCS 305/9) (from Ch. 144, par. 30)

| Sec. 9. Scholarships for children of veterans. For each of |
8 |
| the following
periods of hostilities, each county shall be |
9 |
| entitled, annually, to one
honorary scholarship in the |
10 |
| University, for the benefit of the children of
persons who |
11 |
| served in the armed forces of the United States: the
Civil War, |
12 |
| World War I, any time between September 16, 1940 and the
|
13 |
| termination of World War II, any time during the national |
14 |
| emergency
between June 25, 1950 and January 31, 1955, any time |
15 |
| during the Viet
Nam conflict between January 1, 1961 and May 7, |
16 |
| 1975, and any
time on or after August 2, 1990 and until |
17 |
| Congress or the President orders that
persons in service are no |
18 |
| longer eligible for
the Southwest Asia Service Medal , and any |
19 |
| time on or after September 11, 2001 and until Congress or the |
20 |
| President orders that persons in service are no longer eligible |
21 |
| for the Global War on Terrorism Expeditionary Medal . Preference |
22 |
| shall be
given to the children of persons who are deceased or
|
23 |
| disabled. Such scholarships shall be
granted to such pupils as |
24 |
| shall, upon public examination, conducted as
the board of |
25 |
| trustees of the University may determine, be decided to
have |
26 |
| attained the greatest proficiency in the branches of learning
|
27 |
| usually taught in the secondary schools, and who shall be of |
28 |
| good moral
character, and not less than 15 years of age. Such |
29 |
| pupils, so selected,
shall be entitled to receive, without |
30 |
| charge for tuition, instruction in
any or all departments of |
31 |
| the University for a term of at least 4
consecutive years. Such |

| pupils shall conform, in all respects, to the
