AMENDMENT TO HOUSE BILL 211

2     AMENDMENT NO. ______. Amend House Bill 211 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by changing Section 605-600 as follows:
 
7     (20 ILCS 605/605-600)  (was 20 ILCS 605/46.19f)
8     Sec. 605-600. Buy Illinois Program. The Department shall
9 have the authority to establish and administer a Buy Illinois
10 Program, which may include, but is not limited to, the
11 following powers and duties:
12     (1) To accept grants, loans, or appropriations from the
13 federal government or the State or any agency or
14 instrumentality thereof, and to assess fees for any services
15 performed under the Buy Illinois Program, to carry out the
16 program.
17     (2) To form a Buy Illinois Council, made up of Illinois
18 large firms and small firms, to provide advice and counsel in
19 directing a statewide program.
20     (3) To publicize and advertise to Illinois firms and
21 government agencies the importance and benefits of buying goods
22 and services provided by vendors located within the State.
23     (4) To secure the cooperation of Illinois' large firms,
24 federal, State and local governments, non-profit agencies,

1 international organizations, and others to carry out this
2 program.
3     (5) To match the needs for products and services by
4 business firms and government agencies with the capabilities of
5 small Illinois firms that can provide those needed goods and
6 services.
7     (6) To hold purchasing agent seminars, fairs, conferences
8 and workshops to aid small Illinois businesses in obtaining
9 contracts for goods and services from larger firms and
10 government agencies within the State.
11     (7) To assist business firms and government agencies to
12 analyze their buying activities and to find ways to carry out
13 those activities in an effective and economical manner, while
14 promoting subcontract activity with small Illinois firms.
15     (8) To establish manual and electronic buying directories,
16 including stand alone computer data bases that list qualified
17 vendors and procurement opportunities.
18     (9) To promote through other means the use by international
19 agencies, government agencies, and larger businesses of
20 products and services produced by small Illinois firms.
21     (10) To subcontract, grant funds, or otherwise participate
22 with qualified private firms, existing procurement centers, or
23 other organizations that have designed programs approved in
24 accordance with procedures determined by the Department, that
25 are aimed at assisting small Illinois firms in obtaining
26 contracts for products and services from local government
27 agencies and larger Illinois businesses.
28     (11) To develop and administer guidelines for projects that
29 provide assistance to the Department in connection with the Buy
30 Illinois Program.
31     (12) To form the Illinois Food Systems Policy Council to
32 develop policies around food access and security, improve
33 individual health and well-being, promote economic incentives
34 for Illinois farmers, agri-businesses, and other private

1 enterprises, and encourage public/private partnerships around
2 healthy food options. Membership on the Council shall include
3 the Director or Secretary, or his or her designee, of the
4 Department of Commerce and Economic Opportunity, the
5 Department of Human Services, the Department of Public Health,
6 the Department of Agriculture, the Department of Natural
7 Resources, the Department of Central Management Services, the
8 State Board of Education, and the Food Nutrition and Education
9 Program. The Council shall consult with farmers and farm
10 associations, businesses and business associations, including
11 agri-businesses and food processing businesses, and community
12 based organizations, including those working on food access,
13 security, and delivery and on obesity prevention.
14 Administration of the Council and its functions shall be shared
15 among the Council members pursuant to an interagency agreement
16 from funds appropriated for this purpose or from existing funds
17 within the budgets of the Council's members. The Council may
18 submit, in consultation and collaboration with the
19 associations, businesses, organizations, and entities listed
20 in this Section, an annual report to the General Assembly
21 describing the Council's work, which may include performance
22 indicators to measure the impact of policies and practices
23 adopted by the Council.
