Urges the United States Department of Education to use more flexible criteria in determining adequate yearly progress under the federal No Child Left Behind Act, and creates a No Child Left Behind Growth-Model Task Force to examine the models proposed by other states and to explore the potential for a growth model to give a clearer, fairer picture of individual student progress.
