Synopsis As Introduced
Creates the State Services Assurance Act. Establishes required staffing ratios for specified State agencies that provide essential services. Requires the Departments of Children and Family Services and Veterans' Affairs to convene caseload and workload standards task forces, and the Department of Juvenile Justice to convene a staffing ratio standards task force, to develop standards by January 1, 2007. Requires the Legislative Audit Commission, in consultation with the Auditor General, to schedule audits, to be completed by January 1, 2007, of each executive branch agency under the Governor's authority to determine its staffing level trends. Effective immediately.

Senate Floor Amendment No. 1
Changes the auditing requirements to require that the Auditor General conduct performance audits of certain executive branch State agencies within the Governor's jurisdiction to determine 5-year trends in various performance areas.

House Amendment No. 1

Deletes everything after the enacting clause. If and only if SB 1959 becomes law, amends the State Budget Law to the Civil Administrative Code of Illinois. Provides that, in 2007 only, the Governor's budget address shall be not later than the first Wednesday in March, which is March 7, 2007 (normally the address is no later than the third Wednesday in February). Effective immediately.
