Synopsis As Introduced
Amends the Election Code. Permits the appointment of one pollwatcher per precinct by each State non-partisan civic organization within a county or political subdivision that has among its written purposes certain voter and election goals. Effective immediately.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following change: provides that no more than 2 pollwatchers appointed by non-partisan civic organizations may be in a precinct polling place at the same time.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Reinserts the provisions of Senate Amendment No. 1 with the following changes: Adds to the definition of a State nonpartisan civic organization that the organization (i) is organized or primarily conducts its activities within Illinois and (ii) continuously maintains an office or business location in Illinois with a current listed telephone number. Specifies that the organization's required written purposes must be in its articles of incorporation, bylaws, or charter or in a separate declaration. Effective immediately.
