Synopsis As Introduced
Amends the Election Code. With respect to voting equipment, (i) requires that vendors pay the costs of ballots and temporary workers for equipment tests; (ii) after an election, authorizes the State Board of Elections to destroy programs (now, return them to election authorities) when there is no election contest; and (iii) authorizes the State Board to select an election jurisdiction's precincts for random retabulation of votes after election day.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following changes: With respect to the responsibility of the vendor, person, or other entity for the costs of testing its, his, or her equipment, specifies that the vendor, person, or other "private" entity is "solely" responsible.

Deletes everything after the enacting clause. Amends the Election Code. With respect to votes cast using direct recording electronic voting systems, provides that until December 31, 2007, fractional cumulative votes for candidates may be tabulated at the election authority's central office location (now, at the polling place) and if so, the certificates of results shall be posted where those votes are tabulated (now, at the polling place). Effective immediately.
