Amends the State Employees Group Insurance Act of 1971. With respect to the participation of a rehabilitation facility in the health insurance coverage, requires that more than 50% (now, at least 85%) of the facility's employees enroll (when employees who are covered as spouses or dependents under the same or another program are considered).
