Deletes everything after the enacting clause. Amends the Illinois Vehicle Code and the Criminal Code of 1961. Creates the offense of homicide while driving under the influence of alcohol, other drug or drugs, intoxicating compound or compounds, or any combination thereof. Provides that a person is guilty of that offense (rather than reckless homicide) if: (1) he or she violates the DUI provision of the Illinois Vehicle Code; (2) in the course of the violation, he or she is involved in a motor vehicle, snowmobile, all terrain vehicle, or watercraft accident that resulted in the death of any person; and (3) the violation was a proximate cause of the death. Imposes the same penalties as in the case of aggravated DUI if the violation results in the death of one or more persons (and removes existing provisions regarding aggravated DUI if the violation results in the death of one or more persons). Makes corresponding changes in the Juvenile Court Act of 1987, the Code of Criminal Procedure of 1963, and the Unified Code of Corrections.
