Synopsis As Introduced
Amends the Department of Natural Resources (Conservation) Law. Provides that the Department has the power to regulate the operation of electric scooters in State parks. Defines "electric scooter". Requires that the Department allow the operation of electric scooters on the roadways within State parks under the Department's jurisdiction. Provides that a person who operates or is in actual physical control of an electric scooter under this Section must be 16 years of age or older. Effective immediately.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinstates the substantive provisions of the Bill as introduced. Changes the maximum speed capability of the electric scooters to 15 miles per hour (instead of 20 m.p.h.). Authorizes the Department to designate particular roadways for the use of electric scooters. Provides that the grant of authority to regulate electric scooters does not allow the use of electric scooters off-road in State parks. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Unemployment Insurance Trust Fund Financing Act and the Unemployment Insurance Act. Provides that the Special Programs Fund shall be held separate and apart from all public moneys or State funds and shall consist of moneys received by the State for the payment of trade readjustment allowances or alternative trade adjustment assistance for older workers, disaster unemployment assistance under specified laws, the payment of any other benefits as an agent of the U. S. Department of Labor except benefits payable through the State's account in the federal Unemployment Trust Fund, and any moneys that may otherwise be directed for deposit into that Fund. Provides that moneys in the Fund shall be expended only upon the direction of the Director of Employment Security as ex officio custodian of the Fund and may be expended only in accordance with the directions of the U. S. Department of Labor as its agent. Contains provisions regarding deposits, interest, official bond, and other matters. In provisions regarding the disposition of fund building receipts in the Master Bond Fund that are not otherwise needed to satisfy the requirements of the Illinois Unemployment Insurance Trust Fund Financing Act and the instruments authorizing the issuance of the bonds, provides that they may be deposited into the Special Programs Fund. Provides for the transfer of specified amounts, plus accrued interest, from the special administrative account to this State's account in the Unemployment Trust Fund. Makes other changes. Effective immediately.
