Synopsis As Introduced
Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to apply for a waiver from the United States Centers for Medicare and Medicaid Services to allow payment for in-home and community-based treatment, therapies, training including parent training, and other necessary aids and services for children up to the age of 21 who are diagnosed with a developmental disability or autism spectrum disorder, including those children whose families would not otherwise qualify for Medicaid due to family income or assets. Effective immediately.

House Amendment No. 1
Replaces everything after the enacting clause. Reinserts provisions similar to those of House Bill 5386, amending the Illinois Public Aid Code, but with changes that include the following: (1) provides for an application for more than one waiver; (2) requires that the application or applications be made no later than June 1, 2006, or as soon thereafter as practicable; (3) provides for services for children from the age of 3 up to the age of 21 (instead of children up to the age of 21); and (4) requires that the application or applications request an implementation date of January 1, 2007, or as soon thereafter as may be approved by the United States Centers for Medicare and Medicaid Services, and provide for: (i) a minimum of 800 children in the first year of implementation, of which no fewer than 500 shall be children with autism spectrum disorder; (ii) a minimum of 1,750 children in the second year of implementation, of which no fewer than 1,000 shall be children with autism spectrum disorder; and (iii) a minimum of 3,350 in the third and subsequent years of implementation, of which 2,000 shall be children with autism spectrum disorder. Effective immediately.
