Synopsis As Introduced
Amends the School Code. Requires the statement of affairs of a school district (other than the Chicago school district) to be available in the district office for public inspection, upon request, and to be submitted to the State Board of Education for posting on the State Board of Education's Internet website (instead of requiring the statement to be published in a newspaper). Provides that the statement must include the total amount for both cash receipts and disbursements (or for both revenue and expenses if the accrual system of accounting is used). Changes the payment for personnel categories.

Deletes everything after the enacting clause. Reinserts the contents of the bill with the following changes. Changes the name of the statement to the statement of public affairs. Provides that the State Board of Education must post the statement on or before January 15 (instead of December 15). Provides that prior to December 1 annually, each school board must mail a copy of the statement to a newspaper. Provides that the State Board of Education shall instruct the State Comptroller to withhold payment of any State money due to be distributed to or on behalf of the school district until a school board's duties have been complied with (now, the regional superintendent withholds from each treasurer any public moneys due to be distributed to the treasurer). Makes changes concerning the payment for personnel categories. Provides that the statement shall include the total amount paid to all vendors who have individually been paid less than $1,000. Provides that the provisions concerning a statement of public affairs also apply to the Chicago school district. Amends the State Mandates Act to require implementation without reimbursement.

House Amendment No. 2
With respect to the statement of public affairs, requires the school board to publish a notice in the newspaper no later than January 15 annually stating that the statement will be available on the State Board of Education's Internet website after January 15 and is available at the school district's office. Sets forth requirements for the notice.
