| The fiscal impact to the Illinois State Police would be significant, approaching $900,000. The Bureau of Identification would have to develop application forms, purchase identification card making equipment, hire four personnel to process applications, issue identification cards, conduct appeal proceedings, and establish and maintain the state wide registration database. This would cost the Illinois State Police approximately $280,000 in salaries and fringe benefits, $15,000 for two identification card making machines and supplies, $100,000 for personal computers, software, office equipment and office space construction, $5,000 for forms and other materials for a total cost of approximately $400,000. The personnel costs would be an ongoing expense. Cost figures are based on an estimate of 10,000 ice cream truck workers being required to undergo the registration process each year. Additionally, a system similar to the Firearm Owner's Identification Program would have to be created at a significant cost. |
