Synopsis As Introduced
Amends the Covering ALL KIDS Health Insurance Act. Permits dependent children between the ages of 19 and 23 to buy into the Covering ALL KIDS Health Insurance Program if the child (i) was enrolled in the Program prior to turning 19 years of age, (ii) is enrolled in a post-secondary education program full-time, and (iii) is eligible to be claimed as a dependent for income tax purposes. Authorizes the Department of Healthcare and Family Services to establish eligibility, co-pay, and premium requirements and requires to Department to take into consideration health benefits available to the child through the education program. Authorizes the Department to adopt rules to assist in paying premiums for health care coverage through the child's education program as an alternative to enrollment in the Program. Effective July 1, 2006.

 Fiscal Note (Dept of Healthcare and Family Services)
 Extending All Kids program coverage for an additional four years to qualified college students is estimated at $1.4 million in FY08, $2.8 million in FY09, $4.3 million in FY10, and $5.6 million in FY11 and each fiscal year thereafter. There is no FFP; cost is $100% State. Please note that it is assumed students entering college in August of 2006 wouldn't be eligible until FY08; therefore, there is no fiscal impact in 2007.

 State Mandates Fiscal Note (Illinois Community College Board)
 Under the State Mandates Act, a "State Mandate" means any State-initiated statutory or executive action that requires a unit of local government to establish, expand, or modify its activities in such a way as to necessitate additional expenditures from local revenues. Each community college is considered a unit of local government. This bill does not require them to expand services without monetary assistance from the Illinois Community College Board.

Deletes everything after the enacting clause. Replaces with the bill as introduced with the following changes. Amends the Children's Health Insurance Program Act. Changes the definition of "child" to include dependent children enrolled in an education program as provided in the Covering ALL KIDS Health Insurance Act. Further amends the Covering ALL KIDS Health Insurance Act. Changes the definition of "child" to include dependent children enrolled in an education program as provided in the Act. Provides that a dependent child may participate in the buy-in option for the ALL KIDS Health Insurance Program if the child is attending high school and meets other requirements. Amends the Illinois Public Aid Code. Provides that medical assistance is available to dependent children enrolled in an education program as provided in the Covering ALL KIDS Health Insurance Act. Effective July 1, 2006.

 Fiscal Note (Dept. of Healthcare and Family Services)
 HB 4447, as Engrossed, extends Medicaid and SCHIP coverage for an additional four years to qualified college students. The fiscal cost is estimated at $21 million in FY07, $43.4 million in FY08, $65.8 million in FY09, $88.3 million in FY10, and $89.6 million in FY11 and each fiscal year thereafter. There is no FFP; cost is 100% State.
