Synopsis As Introduced
Amends the Public Community College Act. Provides that the board of trustees of the Chicago community college district shall require that each community college in the district employ one person as a coordinator and one person as a recruiter to assist inner-city minority students in transferring to public universities in this State. Subject to appropriation, requires the Illinois Community College Board to provide a grant to the district to fund these positions, which amount shall be equally divided among the community colleges. Effective July 1, 2006.

House Amendment No. 2
Deletes reference to:

Adds reference to:
110 ILCS 805/2-23 new

Deletes everything after the enacting clause. Amends the Public Community College Act. Requires the Illinois Community College Board to establish a 3-year pilot program under which each community college in Community College District No. 508 and Community College District No. 527 must employ one person as a coordinator and one person as a recruiter to assist inner-city students in transferring to public universities in this State. Provides that the Board shall provide a grant to each of these districts to fund the positions. Sets forth responsibilities of the coordinator and recruiter. Requires the Board to study the overall success of the pilot program and report its findings to the General Assembly. Provides that after the report is filed, the General Assembly may continue the program, increase funding for the program, or expand the program to all public community colleges in the State. Effective July 1, 2006.

House Amendment No. 3
Adds Community College District No. 505, Community College District No. 511, and Community College District No. 520 to the pilot program. Provides that the General Assembly may terminate the program if it is unsuccessful.

 State Mandates Fiscal Note (H-AM 2)(Illinois Community College Board)
 Under the State Mandates Act, a "State Mandate" meany any State-initiated statutory or executive action that requires a unit of local government to establish, expand, or modify its activities in such a way as to necessitate additional expenditures from local revenues. Each community college is considered a unit of local government. This bill does not require them to expand services without monetary assistance from the Illinois Community College Board.

 Fiscal Note (H-AM 2)(Illinois Community College Board)
 In the opinion of the Illinois Community College Board, HB 4339 (H-AM 2) creates a fiscal cost to the Illinois Community College Board. An estimate of the cost to financially support sixteen staff at eight colleges in Illinois is $1,600,000.

 Does not create a State Mandate.

 HB 4339 (H-AM 3) creates an additional fiscal cost to the Illinois Community College Board. An estimate of the cost of House Amendment 3 to financially support six staff at three colleges in Illinois is $600,000.
