Amends the Telephone Solicitations Act. Makes a technical change in a Section concerning the method of operation for telephone solicitations.

Deletes everything after the enacting clause. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a wireless telephone service provider shall provide a contact telephone number and address for all third-party billings on the consumer's bill, to the extent allowed by federal law, or through a customer service representative.

Senate Floor Amendment No. 1
Provides that a wireless telephone service provider shall provide a contact telephone number and brief description of the service (instead of contact telephone number and address) for all third-party billings on the consumer's bill, to the extent allowed by federal law, or through a customer service representative. Defines "third-party billings".
