Synopsis As Introduced
Amends the State Salary and Annuity Withholding Act. Allows certain contractual employees to authorize the withholding of labor union fringe benefits under specified conditions.

Senate Floor Amendment No. 1
With respect to the intent of the bill's provisions, employee benefit trust contributions include those to trust funds computed in prevailing wage rates.

Senate Floor Amendment No. 2
Adds reference to:
20 ILCS 2705/2705-556 new

Amends the Department of Transportation Law with respect to leases to telecommunications service providers. Defines telecommunications services provider, telecommunications facility, and transportation facility. Provides that IDOT may lease an IDOT transportation facility to telecommunications service providers and collect fair market value for any lease, easement, license, or permit granted by IDOT. Provides that any interest in a transportation facility granted by IDOT shall be subject to the federal Telecommunications Act of 1996, IDOT rules, design requirements, sharing the facility with other providers approved by IDOT, indemnity agreements, complying with all other applicable laws and local ordinances, and any other conditions established by IDOT. Provides that moneys received from these leases shall be deposited into the Road Fund.
