Synopsis As Introduced
Amends the Department of Central Management Services Law. Provides that on and after January 1, 2007 and through December 31, 2009 at least 10% of all new or replacement vehicles purchased by the Department must be capable of running on E85 blend fuel. Requires that on and after January 1, 2010 at least 20% of these vehicles must be capable of running on E85 blend fuel. Provides that the retrofit of an existing Department vehicle so that it runs on E85 blend fuel counts as a replacement vehicle purchased by the Department for the year in which the retrofit occurs. Effective immediately.

Deletes everything after the enacting clause. Amends the Illinois Procurement Code. Provides that when economically and practicably feasible, contracts may be established that give purchasing preference to motor vehicles meeting certain minimum requirements. Sets forth that the minimum requirements for vehicles powered by gasoline include the capability of using majority blended ethanol fuel, or being rated among the top 20% by vehicle class for fuel efficiency, or both. Provides that the minimum requirement for vehicles powered by diesel fuel include the capability of using at least 2% bio-diesel fuel. Provides that the Chief Procurement Officer may determine that certain vehicle classes are exempt from these minimum requirements based upon the vehicle's intended use or other reasonable considerations. Effective immediately.

 The Department of Central Management Services anticipates no fiscal impact from this bill.
