Amends the School Code. Makes a technical change in a Section concerning the transportation of pupils.

Deletes everything after the enacting clause. Amends the Grow Our Own Teacher Education Act. Removes a provision that requires the Grow Our Own Teacher Education Initiative to effectively recruit and prepare persons to become effective teacher leaders. Changes certain references from students, participants, and parents to candidates. Provides for the preparation of candidates to meet the requirements to secure an initial teaching certificate (instead of a standard teaching certificate). Changes the definition of "parent and community leaders". Makes changes concerning the requirements that consortia must meet to be selected as grantees by the State Board of Education. Makes changes concerning the additional criteria that the State Board is required to establish for reviewing proposals. Makes changes concerning expenditures under the Initiative.
