New Act

Synopsis As Introduced
Creates the Prescription Drug Price Finder Act. Requires the Department on Aging to establish and maintain an online clearinghouse to be known as the State of Illinois Prescription Drug Price Finder. Provides that the Drug Price Finder shall identify the 25 most commonly prescribed drugs in Illinois, as reported by pharmacies to the Department of Public Aid, and their prices. Provides that the Department on Aging shall enter into an interagency agreement with the Department of Public Aid and the Department of Financial and Professional Regulation for the purpose of implementing the Drug Price Finder program. Provides that any licensed pharmacist or pharmacy in the State may participate in the Drug Price Finder program, and requires the Department of Financial and Professional Regulation to cooperate with the Department on Aging in encouraging pharmacists and pharmacies to participate in the program. Sets forth the information that must be made available on the Drug Price Finder Web site, and requires the Department on Aging to update the information contained on the Drug Price Finder Web site every 2 months. Requires that the Drug Price Finder program be fully operational within 6 months after the effective date of the Act. Requires the Department on Aging to evaluate the Drug Price Finder program after 18 months and report its findings and recommendations to the General Assembly. Effective immediately.

House Amendment No. 1
Replaces everything after the enacting clause. Creates the Prescription Drug Price Finder Act, containing provisions similar to those of House Bill 1554, but with changes that include the following: (1) provides for implementation of the prescription drug price finder program by the Department of Public Aid instead of the Department on Aging; (2) provides that the price finder shall identify the 50 (instead of 25) most commonly prescribed drugs; (3) eliminates a requirement for pharmacies to report information concerning drugs and prices; (4) provides that the drug price finder web site shall contain a disclaimer concerning the information posted; (5) provides that the web site shall include links to other web sites concerning drug prices; and (6) requires that the drug price finder program be fully operational within 9 (instead of 6) months after the Act's effective date. Effective immediately.

 This legislation would cost the Department of Public Aid $150,000 for development of the website: 2000 hours for analysis, development and testing, which equates to $120,000 (at $60/hour). DPA would also incur computer software charges and time, estimate those at $30,000 for a total of $150,000.
