| WHEREAS, It is with regret that the members of the Illinois |
3 |
| Senate learned of the recent death of President/Executive |
4 |
| Secretary/Treasurer of the 47,000 member Chicago and Regional |
5 |
| Council of Carpenters, Earl J. Oliver, on July 9, 2004; and
|
6 |
| WHEREAS, Earl J. Oliver grew up in Indiana in a labor |
7 |
| family; he first joined the Carpenters Union in 1963 as a |
8 |
| millwright; he was elected president of his local 1693 and |
9 |
| elected as a delegate to the Chicago District in 1975, was |
10 |
| elected Chair of the Midwestern Association of Millwrights in |
11 |
| 1985, was elected President/Executive Secretary/Treasurer of |
12 |
| the Chicago and Northeast Illinois District Council of |
13 |
| Carpenters in 1992 and then was elected 1st Vice President of |
14 |
| the Chicago and Cook County Building and Construction Trade |
15 |
| Council in 1994; and
|
16 |
| WHEREAS, Mr. Oliver was known for his vision and |
17 |
| innovation; under his leadership, the District Council |
18 |
| expanded its membership exponentially, organizing the |
19 |
| unorganized, and expanding union building throughout the |
20 |
| region; and
|
21 |
| WHEREAS, Under Earl Oliver's leadership, apprenticeship |
22 |
| training and journeymen skill upgrading became a mainstay of |
23 |
| the Union; five years ago he established the first Carpenters' |
24 |
| Pre-apprentice and apprenticeship training school in Chicago |
25 |
| and in June, Mayor Daley joined him to break ground for the |
26 |
| expansion of the school; a new 38,000 square foot building will |
27 |
| double the size of the existing facility and allow for the |
28 |
| training of 500 pre-apprentices each year; and
|
29 |
| WHEREAS, An astute business leader as well, Earl Oliver |
30 |
| joined forces with developer John Buck and used the old three |
31 |
| story union headquarters at 12 East Erie in Chicago for a joint |
