| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois |
3 |
| learned with regret of the death of Jeremiah Marsh of Winnetka |
4 |
| on Monday, January 19, 2004; and
|
5 |
| WHEREAS, Mr. Marsh was raised in Minnesota, where he was an |
6 |
| all-state football and basketball player; he attended Harvard |
7 |
| University, where he played quarterback on the football team; |
8 |
| he graduated from Harvard Law School in 1958; and
|
9 |
| WHEREAS, Following law school, Mr. Marsh moved to Chicago |
10 |
| to practice law at Hackbart, Rooks and Pitts, specializing in |
11 |
| railway law; when Edward Kennedy was elected to the U.S. |
12 |
| Senate, Mr. Marsh went to Washington, D.C., as his legislative |
13 |
| aide; and
|
14 |
| WHEREAS, In 1968, Mr. Marsh was appointed special counsel |
15 |
| by Governor Richard Ogilvie; during the Governor's term, Mr. |
16 |
| Marsh was involved with establishing the income tax and |
17 |
| redrafting the constitution as the liaison to the Illinois |
18 |
| Constitutional Convention of 1970; he was responsible for |
19 |
| creating one of the most effective executive articles in any |
20 |
| constitution in the U.S.; and |
21 |
| WHEREAS, Mr. Marsh returned to private practice and became |
22 |
| co-chairman of the Chicago law firm Hopkins & Sutter, before |
23 |
| moving to Ungaretti & Harris in 2001; and |
24 |
| WHEREAS, Many government officials sought the counsel of |
25 |
| Mr. Marsh; almost every Governor since Governor Ogilvie |
26 |
| reappointed Mr. Marsh to the National Commission on Uniform |
27 |
| State Laws; following the passage of the North American Free |
28 |
| Trade Agreement, he was appointed to a task force with Mexican |
29 |
| and Canadian attorneys to iron out business laws among the |
30 |
| three countries; and
