093_SR0197 SDS093 00046 LMT 00046 r 1 SENATE RESOLUTION 2 WHEREAS, The driver's license is one source of 3 identification used in the State of Illinois and elsewhere; 4 and 5 WHEREAS, The general public and the business community of 6 Illinois wish to have a driver's license which is secure, 7 accurate, and that permits record integrity; and 8 WHEREAS, Currently, seven states--California, Colorado, 9 Florida, Georgia, Hawaii, Texas and West Virginia--collect 10 fingerprints at application for a driver's license; West 11 Virginia uses facial recognition technology to verify the 12 identity of individuals seeking to renew or replace a 13 driver's license; and Colorago is planning to implement a 14 facial recognition system similar to that used in West 15 Virginia later this year; and 16 WHEREAS, new biometric technology is now available that 17 can verify the identity of individuals based on their unique 18 physical characteristics; therefore be it 19 RESOLVED BY THE SENATE OF THE NINETY-THIRD GENERAL 20 ASSEMBLY OF THE STATE OF ILLINOIS, that there is created an 21 Illinois Identification Technology Task Force for the purpose 22 of researching and evaluating available technologies for the 23 identification of driver's license applicants; and be it 24 further 25 RESOLVED, That the Illinois Identification Technology 26 Task Force shall consist of the following members: 4 members 27 of the Illinois Senate, two of whom shall be appointed by the 28 President of the Senate and two of whom shall be appointed by 29 the Minority Leader of the Senate; and one member designated 30 by the Secretary of State; and be it further 31 RESOLVED, That the Illinois Identification Technology 32 Task Force shall report its findings to the General Assembly 33 and the Secretary of State no later May 1, 2004.
