| WHEREAS, The members of the Senate of the State of Illinois |
3 |
| were saddened to learn of the passing of Thomas J. Tarpey Sr., |
4 |
| Mayor and retired Chief of Police for the Village of River |
5 |
| Grove on May 7, 2004; and
|
6 |
| WHEREAS, Tom Tarpey was the son of the late William and |
7 |
| Nora (Sharkey) Tarpey and the loving husband of the late |
8 |
| Barbara (Butler) and brother of the late Margaret; and
|
9 |
| WHEREAS, Tom Tarpey began his service to River Grove in his |
10 |
| early twenties, serving as a part-time policeman, and |
11 |
| eventually moving to full-time in the department where he |
12 |
| reached the rank of Chief of Police; and
|
13 |
| WHEREAS, Tom Tarpey, who had gained insight to the needs |
14 |
| and concerns of the Village's residents through his years on |
15 |
| the street, was elected Mayor in 1985; and
|
16 |
| WHEREAS, Tom Tarpey was a people's Mayor, waving as he |
17 |
| passed, stopping to talk to people on the street, willing to |
18 |
| listen to both praise and complaints, and always trying to find |
19 |
| a workable solution; and
|
20 |
| WHEREAS, Tom Tarpey was the Village's longest serving |
21 |
| Mayor, during which time the Village prospered, improvements |
22 |
| were made, and the people came together because they once again |
23 |
| felt part of the community; and
|
24 |
| WHEREAS, Tom Tarpey's passing was deeply felt by many, |
25 |
| especially his children, Shawn and son-in-law Brian Campbell, |
26 |
| Thomas Jr. and daughter-in-law Alyssa, John and |
27 |
| daughter-in-law Gina, and Chrissy and son-in-law Michael |
28 |
| Stamm; his mother-in-law, Valeria Butler; his cherished |
29 |
| grandchildren, Thomas III, Brian Jr., Cassidy, Molly, Connor, |
