SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Purchase of Care and Grant Adjustment Act. Provides that purchase of care contracts and grant agreements entered into between specified agencies and a private community-based contractual provider or grantee must provide for annual adjustments in accordance with the non-seasonally-adjusted Employment Cost Index for total compensation for civilian workers compiled by the U.S. Bureau of Labor Statistics.

1     AN ACT concerning State officers and agencies.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Purchase of Care and Grant Adjustment Act.
 
6     Section 5. Definitions. As used in this Act:
7     "Purchase of care contract" means a contract between a
8 State officer or agency and a private provider under which
9 rates for services are set in accordance with a formula that
10 takes personnel, supplies, and other allowable costs into
11 account.
12     "Grant" has the meaning ascribed to that term in the
13 Illinois Procurement Code.
 
14     Section 10. Applicability. This Act applies to all purchase
15 of care contracts and grant agreements entered into between the
16 Department of Children and Family Services, the Department of
17 Human Services, the Department of Transportation, the
18 Department of Corrections, the Department of Public Health, the
19 Department of Public Aid, the Department on Aging, or the
20 Office of the Attorney General and a private community-based
21 contractual provider or grantee.
 
22     Section 15. Adjustments. Notwithstanding any other
23 provision of law, purchase of care contracts and grant
24 agreements to which this Act applies must provide for annual
25 adjustments in accordance with the non-seasonally-adjusted
26 Employment Cost Index for total compensation for civilian
27 workers compiled by the U.S. Bureau of Labor Statistics.
