Amends the Illinois Vehicle Code. Increases the fees for issuance of sample registration plates and stickers from $4 for each plate and sticker to $15 for each plate and $5 for each sticker. Provides that the Secretary of State has sole discretion as to which specialty plates to include in the sample registration plates and stickers program. Provides that the fees collected under the provision shall be deposited into the Secretary of State Special License Plate Fund. Repeals a provision setting a $2 fee for filing a notice or release of a security interest in a motor vehicle.

| AN ACT in relation to vehicles.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by changing |
| 5 |
| Section 3-619 as follows:
|

| Sec. 3-619. Sample registration plates and stickers. |
| 8 |
| (a) The Secretary
of State, upon receipt of an application |
| 9 |
| made on the form prescribed by
the Secretary, may issue to any |
| 10 |
| law enforcement agency in this State, or
to any authorized |
| 11 |
| agency of any foreign jurisdiction, or to any motion
picture or |
| 12 |
| television industry, one or more sample
registration plates and |
| 13 |
| stickers. The design of such plates and
stickers shall be |
| 14 |
| wholly within the discretion of the Secretary, and
shall be |
| 15 |
| issued without charge. |
| 16 |
| (b) The Secretary of State, upon receipt of
an application |
| 17 |

| other individual one or more sample registration plates and |
| 19 |
| stickers
for a fee of $15
$4 for each sample registration plate |
