Amend Senate Bill 1868 by replacing 3 everything after the enacting clause with the following: 4 "Section 5. The Illinois Procurement Code is amended by 5 adding Section 20-115 as follows: 6 (30 ILCS 500/20-115 new) 7 Sec. 20-115. Textile procurements. 8 (a) Bids and contracts for the procurement of apparel 9 and textiles, whether for their purchase, lease, or 10 laundering, must contain certifications as to the following 11 with respect to the production, distribution, and laundering 12 of apparel and textiles by the bidder or contractor and any 13 subcontractor or supplier: 14 (1) The bidder or contractor is in compliance with 15 all applicable State and federal laws and regulations 16 governing employee working conditions, health, and 17 safety. 18 (2) All employees are paid a non-poverty level of 19 wages and benefits at least equivalent to the U.S. 20 federal poverty line for a family of 3. 21 (3) All employees receive paid sick leave and paid 22 holidays. -2- LRB093 11051 JAM 12001 a 1 (4) Employees have access to a mediator to resolve 2 workplace disputes. 3 (5) Employees are not discharged for other than 4 just cause. 5 (b) Any other provision of this Code or of other law to 6 the contrary notwithstanding, the certifications under this 7 Section shall be available as public records. 8 (c) Each chief procurement officer shall establish 9 procedures for receiving complaints about apparel and textile 10 bidders and contractors within their jurisdiction. 11 (d) Any contract with respect to which a bidder or 12 contractor has made false certifications or has violated the 13 certifications shall become void. 14 (e) Bidders shall be required to disclose their 15 manufacturing locations and locations of their 16 subcontractors.".
