To the Honorable Members of the

Illinois Senate

93^rd General Assembly

Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return Senate Bill 1759, entitled “AN ACT concerning truth in budgeting”, with the following specific recommendations for change:

on page 1, by replacing line 6 with the following: “Section 50-10 as follows:”; and

by deleting lines 7 through 31 on page 1, by deleting page 2, and by deleting lines 1 through 17 on page 3; and

on page 4, by replacing lines 10 through 15 with the following:

            “For the fiscal year beginning July 1, 2005 and for each fiscal year thereafter, the budget shall identify liabilities incurred in a prior fiscal year under Section 25 of the State Finance Act and provide funding as allowable pursuant to Section 15 (d) of the Budget Stabilization Act, if applicable.”; and

by deleting lines 17 through 32 on page 5, and by deleting pages 6, 7, 8, and 9.

With these changes, Senate Bill 1759 will have my approval.  I respectfully request your concurrence.
