 1        AN ACT in relation to public aid.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4          Section  5.  The Illinois Public Aid Code is amended by
 5    adding Section 4-23 as follows:

 6        (305 ILCS 5/4-23 new)
 7        Sec. 4-23.  Civil rights impact statement. The Department
 8    of Human Services must submit to the Governor and the General
 9    Assembly on January 1 of each even-numbered  year  a  written
10    report   that   details   the  disparate  impact  of  various
11    provisions of the TANF program on people of different  racial
12    or  ethnic  groups  who identify themselves in an application
13    for benefits as (i)  White,  not  of  Hispanic  origin,  (ii)
14    Black,  not  of  Hispanic  origin,  (iii)  Asian  or  Pacific
15    Islander,  (iv)  Hispanic  (includes  Mexican,  Puerto Rican,
16    Cuban, Dominican, or other South or Central American culture,
17    regardless of race), (v) other,  or  (vi)  racial  or  ethnic
18    group  not  available.  The  report must at least compare the
19    number of persons in each group:
20             (1)  who are receiving TANF assistance;
21             (2)  whose  60-month  lifetime  limit  on  receiving
22        assistance has expired;
23             (3)  who have left TANF due to earned income;
24             (4)  who have left TANF due to  non-compliance  with
25        program rules;
26             (5)  whose   TANF   grants   have  been  reduced  by
27        sanctions for non-compliance with program rules;
28             (6)  who  have  returned  to  TANF  6  months  after
29        leaving due to earned income;
30             (7)  who have  returned  to  TANF  12  months  after
31        leaving due to earned income;

 1             (8)  who  have  one  or  more children excluded from
 2        receiving TANF cash assistance due to the child exclusion
 3        rule;
 4             (9)  who have been granted an  exemption  from  work
 5        requirements; and
 6             (10)  who   are   participating   in  post-secondary
 7        education activities.

 8        Section 99.  Effective date. This Act takes  effect  upon
 9    becoming law.
