093_SB1201 LRB093 05364 MBS 05454 b 1 AN ACT concerning courts. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Supreme Court Act is amended by adding 5 Section 20 as follows: 6 (705 ILCS 5/20 new) 7 Sec. 20. Judicial Security Officers. 8 (a) Subject to the qualifications listed below and the 9 approval of the Supreme Court of Illinois, the Director of 10 the Administrative Office of the Illinois Courts has the 11 power to appoint persons as Judicial Security Officers. 12 Judicial Security Officers shall have the primary 13 responsibility of providing for the personal security of the 14 Justices of the Supreme Court of Illinois. Judicial Security 15 Officers shall be peace officers, and as such, shall have all 16 the powers possessed by police officers and sheriffs, 17 including the power to make arrests on sight or pursuant to 18 valid warrants concerning violations of the laws of the State 19 of Illinois and violations of city or county ordinances. 20 Judicial Security Officers may exercise these powers anywhere 21 in the State as required to protect the Justices of the 22 Supreme Court of Illinois or the properties and interests of 23 the Supreme Court of Illinois, when specifically requested by 24 appropriate State or local law enforcement officers or the 25 marshal for the Supreme Court of Illinois. 26 (b) No Judicial Security Officer shall be appointed 27 unless he or she is at least 21 years of age, a citizen of 28 the United States of America, of sound mind and body and of 29 good moral character with no criminal record, and unless he 30 or she successfully completes a course of training approved 31 by the Director of the Administrative Office of the Illinois -2- LRB093 05364 MBS 05454 b 1 Courts. This training program shall be developed with the 2 assistance of the Illinois Law Enforcement Training Standards 3 Board. The Director of the Administrative Office of the 4 Illinois Courts may waive the training requirement if, prior 5 to appointment, the person to be appointed has had a minimum 6 of 5 years of experience as a sworn officer of a local, 7 State, or federal law enforcement agency. 8 (c) The Director of the Administrative Office of the 9 Illinois Courts must issue to each Judicial Security Officer 10 appointed under this Section a distinct badge that, on its 11 face, (i) clearly states that it is authorized by the 12 Administrative Office of the Illinois Courts and (ii) 13 contains a unique identifying number. The Administrative 14 Office of the Illinois Courts and the Supreme Court of 15 Illinois shall authorize no other badge, except that badges 16 may be issued to persons employed in the office of the 17 marshal for the Supreme Court of Illinois. 18 Section 99. Effective date. This Act takes effect upon 19 becoming law.
