The Department of Central Management 5 Services Law of the Civil Administrative Code of Illinois is 6 amended by adding Section 405-22.1 as follows: 7 (20 ILCS 405/405-22.1 new) 8 (Section scheduled to be repealed on July 1, 2004) 9 Sec. 405-22.1. Teacher Health Insurance Funding Task 10 Force. 11 (a) A Teacher Health Insurance Funding Task Force is 12 hereby created within the Department of Central Management 13 Services. The Task Force shall consist of 23 members 14 appointed as follows: 15 (1) Three members appointed by the President of the 16 Senate. 17 (2) Three members appointed by the Minority Leader 18 of the Senate. 19 (3) Three members appointed by the Speaker of the 20 House of Representatives. 21 (4) Three members appointed by the Minority Leader 22 of the House of Representatives. -2- LRB093 02866 EFG 17083 a 1 (5) One member appointed by the Illinois Retired 2 Teachers Association. 3 (6) One member appointed by the Illinois Education 4 Association. 5 (7) One member appointed by the Illinois Federation 6 of Teachers. 7 (8) One member appointed by the Illinois 8 Association of School Boards. 9 (9) One member appointed by the Illinois 10 Association of School Administrators. 11 (10) One member appointed by the Illinois 12 Association of School Business Officials. 13 (11) Three members appointed by the Governor, 14 including one who has experience in the insurance 15 industry. 16 (12) The Director of Central Management Services, 17 ex officio, or a person designated by the Director. 18 (13) The Executive Director of the Teachers' 19 Retirement System of Illinois, ex officio, or a person 20 designated by the Executive Director. 21 Entities making appointments shall do so by filing their 22 respective designations, in writing, with the Director of 23 Central Management Services. 24 One of the members appointed by the Governor shall serve 25 as the Chair of the Task Force. 26 (b) The Task Force shall meet at the call of the chair. 27 Members of the Task Force shall not be compensated for their 28 service. 29 (c) The Task Force shall study the funding of the 30 Teacher Health Insurance Security Fund and the health benefit 31 programs that receive funding from that Fund. 32 The Task Force shall report its findings and 33 recommendations to the Governor and the General Assembly on 34 or before April 1, 2004. -3- LRB093 02866 EFG 17083 a 1 (d) The Task Force is abolished and this Section is 2 repealed on July 1, 2004. 3 Section 99. Effective date. This Act takes effect upon 4 becoming law.".
