Amend Senate Bill 750 as follows: 3 by inserting immediately above the enacting clause the 4 following: 5 "WHEREAS, The establishment of a Danville Area Community 6 College/Lakeview Baccalaureate Nursing Degree Pilot Program 7 is based on the General Assembly's intent to create an 8 innovative means to increase access to nursing education at 9 the baccalaureate degree level for persons whose 10 circumstances restrict their access to a baccalaureate 11 nursing degree; this education is intended to address the 12 community's workforce needs for baccalaureate-prepared 13 nurses; and 14 WHEREAS, The primary purpose of a Danville Area Community 15 College/Lakeview Baccalaureate Nursing Degree Pilot Program 16 is to provide high quality baccalaureate nursing education; 17 and 18 WHEREAS, The purpose of a Danville Area Community 19 College/Lakeview Baccalaureate Nursing Degree Pilot Program 20 is to promote economic development by preparing people for 21 nursing careers that require a baccalaureate degree and are 22 in demand by existing and emerging public and private -2- LRB093 03099 NHT 16707 a 1 employers; therefore, be it"; and 2 by replacing everything after the enacting clause with the 3 following: 4 "Section 5. The Public Community College Act is amended 5 by adding Section 3-60 as follows: 6 (110 ILCS 805/3-60 new) 7 Sec. 3-60. Danville Area Community College/Lakeview 8 Baccalaureate Nursing Degree Pilot Program. 9 (a) In this Section, "program" means the Danville Area 10 Community College/Lakeview Baccalaureate Nursing Degree Pilot 11 Program. 12 (b) The Board of Trustees of Community College District 13 No. 507 shall create a Danville Area Community 14 College/Lakeview Baccalaureate Nursing Degree Pilot Program. 15 The Board of Trustees shall seek approval of the program from 16 the State Board and the Board of Higher Education and shall 17 seek expanded accreditation from the Higher Learning 18 Commission of the North Central Association of Colleges and 19 Schools for granting limited baccalaureate degrees. 20 (c) Under the program, the Board of Trustees shall have 21 the following powers and duties: 22 (1) The Board of Trustees may offer baccalaureate 23 nursing degrees. 24 (2) The Board of Trustees shall maintain the 25 mission and policies of a community college, including 26 the open-door admissions policy and the authority to 27 offer all programs consistent with the authority of a 28 community college. 29 (3) The Board of Trustees shall establish the 30 amount of matriculation fees, tuition, and other 31 authorized student fees. 32 (d) State funding shall continue to be determined as it -3- LRB093 03099 NHT 16707 a 1 is calculated under Section 2-16.02 of this Act, and credit 2 hours generated by the program shall be included in the 3 calculation. 4 (e) The Board of Higher Education shall conduct a 5 comprehensive evaluation of the program and report its 6 findings to the General Assembly before July 1, 2008. The 7 evaluation shall determine whether the program has 8 successfully done the following: 9 (1) continued and increased access to nursing 10 education at the baccalaureate degree level in Vermilion 11 County; and 12 (2) addressed the community's workforce needs for 13 baccalaureate-prepared nurses. 14 (f) The Auditor General shall perform an audit of the 15 program and make recommendations to the General Assembly 16 regarding the program before July 1, 2009. 17 Section 99. Effective date. This Act takes effect on 18 January 1, 2004.".
