 1                    AMENDMENT TO SENATE BILL 609

 2        AMENDMENT NO.     .  Amend Senate Bill  609  on  page  2,
 3    line 5, by replacing "2002" with "2001"; and

 4    on  page  2, line 6, by replacing "adopted" with "published";
 5    and

 6    on page 3, by replacing lines 8 and 9 with the following:
 7        "(a)  The Board, or the Illinois Building  Commission  as
 8    directed  by  the  Board, shall make available implementation
 9    materials"; and

10    on page  3,  by  replacing  lines  28  through  30  with  the
11    following:

12        "Section   40.  Input   from   interested  parties.  When
13    developing  Code  adaptations,  rules,  and  procedures   for
14    compliance  with  the Code, the Capital Development Board, or
15    the Illinois Building Commission as directed  by  the  Board,
16    shall  seek  input  from  representatives  from  the building
17    trades,  design  professionals,  construction  professionals,
18    code administrators, and other interested entities affected.

19        Section 45.  Home rule.  No  unit  of  local  government,
20    including  any  home  rule  unit, shall have the authority to

 1    regulate energy efficient building standards in a manner that
 2    is less stringent than the provisions contained in this  Act.
 3    It  is  declared  to  be  the  law  of the State, pursuant to
 4    paragraph (i) of Section 6 of Article  VII  of  the  Illinois
 5    Constitution  of  1970,  that this Act is a limitation on the
 6    authority of a home rule unit to exercise powers concurrently
 7    with the State."; and

 8    on page 4, by deleting lines 1 through 7; and

 9    on page 4, line  12,  by  replacing  "upon"  with  "one  year
10    after".
