2 | WHEREAS, The members of the House of Representatives of the | ||||||
3 | State of Illinois are pleased to congratulate Senator Carole | ||||||
4 | Pankau as she leaves her seat in the House to serve the | ||||||
5 | citizens of Illinois in the State Senate; and
| ||||||
6 | WHEREAS, Born on August 13, 1947, in Valparaiso, Indiana, | ||||||
7 | she has been married to Anthony John Pankau, Jr. for 37 years | ||||||
8 | and is the mother of four grown children: John, Jason, Shay, | ||||||
9 | and Aaron; she has been a resident of Roselle for 27 years and | ||||||
10 | is a member of St. Walter Roman Catholic Church; and
| ||||||
11 | WHEREAS, She was an honors graduate of the University of | ||||||
12 | Illinois in 1981 and holds a bachelor of science in accounting; | ||||||
13 | she has held several elected positions, including serving as a | ||||||
14 | DuPage County Board Member for 8 years, a Keeneyville School | ||||||
15 | District #20 Board Member for 8 years, a Bloomingdale Township | ||||||
16 | Republican Organization
Precinct #51 Committeeman for 18 | ||||||
17 | years, and as a State Representative for 11 years; and
| ||||||
18 | WHEREAS, During her tenure in the House of Representatives, | ||||||
19 | Senator Pankau worked for change; in 1995, she led efforts to | ||||||
20 | remove the Employer Trip Reduction (ETR) mandate from the | ||||||
21 | Chicago severe non-attainment ozone area; she sponsored | ||||||
22 | several transportation initiatives, and the highlights include | ||||||
23 | legislation in response to a tragic 1995 bus/train crash in Fox | ||||||
24 | River Grove, known as the "cop-in-a-box" initiative; a Task | ||||||
25 | Force to examine a graduated license system; legislation to | ||||||
26 | permit bikes on Metra trains with an extra fee; legislation | ||||||
27 | regarding use of airport appropriation funds; and the creation | ||||||
28 | of the Stop Neuroblastoma license plate and special fund, with | ||||||
29 | money going to neuroblastoma and cancer research, education, | ||||||
30 | screening, and treatment; other license plate initiatives she | ||||||
31 | sponsored include the issuing of Pearl Harbor license plates to | ||||||
32 | widowed spouses of an Illinois resident who participated in the |

1 | Battle at Pearl Harbor and no additional original issuance fee | ||||||
2 | for Bronze Star and Silver Star license plates; and
| ||||||
3 | WHEREAS, She was the chief sponsor of legislation | ||||||
4 | benefiting library districts, employer sponsored daycare, and | ||||||
5 | citizen review panels for the Department of Children and Family | ||||||
6 | Services, bringing the State into compliance with the federal | ||||||
7 | Child Abuse Prevention and Treatment Act; she helped to create | ||||||
8 | the Real Estate Appraiser Licensing Act of 2002, which | ||||||
9 | corrected a number of inconsistencies in State law that could | ||||||
10 | have led to Illinois losing its accreditation as a certified | ||||||
11 | State appraisal licensing program; and
| ||||||
12 | WHEREAS, During her tenure in the House, Senator Pankau | ||||||
13 | served on several committees; she most recently served as | ||||||
14 | Republican Spokesman of the Executive Committee and on the | ||||||
15 | Gaming, Insurance, and Revenue Committees; and
| ||||||
16 | WHEREAS, Senator Pankau is the former owner-manager of an | ||||||
17 | auto body/towing business, which she owned for 17 years; she | ||||||
18 | has been a member of the Chambers of Commerce in Bartlett, | ||||||
19 | Bloomingdale, Hanover Park, and Roselle; the Bloomingdale | ||||||
20 | Republican Women's Club; the Illinois Federation of Republican | ||||||
21 | Women; the National Order of Women Legislators; Zeta Tau Alpha | ||||||
22 | Sorority at Purdue University; and the Business Advisory Board | ||||||
23 | of First Suburban National Bank; and
| ||||||
24 | WHEREAS, She has been active in her community, serving as a | ||||||
25 | Past President of the Bloomingdale Township Volunteer Council, | ||||||
26 | as a DuPage County Health Board Member for 4 years, as a DuPage | ||||||
27 | Housing Authority member for 4 years, and she has been the | ||||||
28 | hostess of "In Focus", a cable TV program for the past 12 | ||||||
29 | years; and
| ||||||
30 | WHEREAS, Senator Pankau has been the recipient of several | ||||||
31 | awards, including the "Champion of Local Government" Award |

1 | given by Suburban Mayors Action Coalition; the "Voice of | ||||||
2 | Employers" Award given by The Management Association of | ||||||
3 | Illinois; a 100% rating from the Illinois State Chamber of | ||||||
4 | Commerce; the "Friend of the Family" Award for her pro-family | ||||||
5 | voting record in the 1997 session; the Friend of Agriculture | ||||||
6 | Activator Award in 1994, 1995, and 1996; and she was recognized | ||||||
7 | by the Illinois Federation for Right to Life, Inc. in 1995; | ||||||
8 | therefore, be it

9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
10 | NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
11 | congratulate Senator Carole Pankau on her new position in the | ||||||
12 | Senate, and we wish her well in her service in that esteemed | ||||||
13 | chamber; and be it further
